Organizations that have invested seriously in ERM, with a complete risk register, quarterly risk assessments, and a board-approved Risk Appetite Statement, often feel they are already prepared for any risk. That leads them to see a BCP as a redundant document they do not need. But ask what happens tomorrow if one of the risks already sitting in that register actually materializes, and many cannot answer. That is the exact gap ERM alone never closes.

What Is ERM, What Is BCP, and How Do They Differ
ERM, or Enterprise Risk Management, is the systematic process of identifying, assessing, and managing risk across the organization, following standards such as ISO 31000 or COSO ERM. It focuses on answering what risks the organization faces, which ones matter most, and how to manage them in advance, a largely preventive lens. BCP, or Business Continuity Plan, answers the question that follows naturally: if that risk actually happens, how does the business keep operating? ERM is the map that marks where flooding is a risk. BCP is the plan for where operations resume if that flood actually hits.

Why Organizations With ERM Assume They Do Not Need a BCP
Part of the reason is that ERM already feels comprehensive. It involves a detailed risk identification process, a heat map, and risk scores that look thoroughly systematic, which creates the impression that knowing your risks in advance is the same as being prepared for them. In reality, ERM stops at knowing and planning for prevention. It does not spell out who does what when an incident actually occurs, which processes need to resume first, or how long recovery takes, details that are specifically BCP's job.

What Happens With Only ERM and No BCP When a Risk Actually Materializes
Organizations with strong ERM but no BCP typically run into the same pattern when a risk they had already identified actually hits.
•     Flooding was flagged as a high risk for years, but when it actually happens, there is no plan for relocating operations or recovering systems
•     Single-supplier dependency scored high on the risk register, but when that supplier actually stops delivering, there is no defined response
•     Risk reports to the board look thorough every quarter, but the business has never rehearsed an actual continuity scenario
•     The risk team knows exactly what is risky, but no one knows which process needs to be recovered first, because a Business Impact Analysis was never done


How ERM and BCP Work Together
In practice, ERM output makes BCP significantly more accurate. The risks ERM identifies as most critical should directly inform the scope of the Business Impact Analysis in a BCP, rather than starting from a blank page. BCP, in turn, converts the risks ERM has flagged into an actual operational plan, with defined steps, clear ownership, and ongoing testing. The two should be connected systems, not a choice between one or the other.

If You Already Have Both ERM and BCP, What Else to Check
Even organizations with both systems in place should check whether the ERM risk register is actually used when scoping the BCP's Business Impact Analysis, or whether the two were built separately by teams that never talked to each other. When ERM and BCP are not connected, the organization wastes time and resources identifying the same risks twice, while the BCP still never benefits from the ERM work that was already done.
