Many organizations are proud to have a Crisis Management Plan in place, complete with a Crisis Management Team, a clear decision chain, and someone responsible for talking to the press and customers. They conclude that counts as having a BCP too. But ask what happens if the crisis drags on for two weeks and the business needs to keep operating, and many cannot answer. That gap is exactly what shows BCP and a Crisis Management Plan are not the same thing.

What Is BCP, What Is a Crisis Management Plan, and How Do They Differ
A Crisis Management Plan focuses on the immediate response when an incident hits: who makes decisions, who speaks to the media and customers, how the situation is declared, and how reputational damage is controlled in the first hours of a crisis. A BCP, or Business Continuity Plan, covers something much broader and longer-term: how the business keeps operating after that initial crisis response, including which processes need to resume first, what backup facilities or systems are used, and how long it takes to return to normal operations.

Why Organizations Think a Crisis Management Plan Means They Do Not Need a BCP
Part of the reason is that a Crisis Management Plan feels more tangible. It has a named team and is often rehearsed for emergency communication, which creates a sense that the organization is "crisis ready." In reality, a Crisis Management Plan only answers how the crisis will be communicated and controlled in the first moments. It does not answer how the business keeps running if the situation drags on, which is a question only a BCP is built to answer.

What Happens in a Real Crisis If You Only Have a Crisis Management Plan
Organizations with only a Crisis Management Plan and no BCP usually handle the first few hours well, then start to struggle as the crisis continues.
•     Public communication is fast and professional, but no one knows where employees should work once the main building is unusable
•     Decisions get made quickly, but there is no clear plan for recovering core processes or IT systems
•     Reputational damage is controlled on day one, but by the end of the first week customers are asking why deliveries still have not resumed
•     The Crisis Management Team performs well, but has no data on which processes matter most to recover first, because a Business Impact Analysis was never done


How BCP and a Crisis Management Plan Work Together
In practice, the two plans should connect in sequence. When an incident occurs, the Crisis Management Plan activates first, assessing severity, making initial decisions, and communicating with stakeholders. The BCP then takes over to manage how core operations resume. The Crisis Management Team and the team responsible for BCP should be distinct roles that hand off to each other, not the same plan under two different names.

If You Already Have Both Plans, What Else to Check
Even organizations with both plans in place should check whether they actually connect. Does the Crisis Management Plan include a clear handoff to the BCP team? And have both plans ever been exercised together in the same simulated scenario? Testing them separately often hides the exact gap between the two plans until a real crisis exposes it.
